The slow shutter look, on footage you already shot.

Shutterdrag makes moving things leave soft streaks of light behind them and drops the picture to a low, choppy frame rate, the way a dragged shutter does in camera. Drag it onto a clip and press play. No nodes to build, nothing to render first. DaVinci Resolve only, free or Studio.

What you can change.

Everything is in the Inspector, on the clip. This is the whole panel.

The Shutterdrag controls in the DaVinci Resolve Inspector: Trail Length, Intensity, Highlights, Softness, Frame Hold, Pre-Blur X and Pre-Blur Y, each a slider with a number beside it.

Trail Length: How many frames a streak lasts.
Frame Hold: The picture changes every few frames while the streaks stay smooth: the low frame rate of a real slow shutter.
Highlights: Turn it up and lights, reflections and anything bright leave the longest trails, like a real long exposure.
Softness: A streak blurs more the older it gets. The current frame stays sharp.
Pre-Blur X / Y: Blur along the direction of travel to melt separate ghost images into one streak.
Intensity: Mix the effect with the untouched picture.
